le programme BACKUP Initiative de la GTZ vient de publier un guide très utile 
tirant les enseignements de 4 ans d'expérience de cette initiative en appui à 
la mise en oeuvre des initiatives mondiales notamment du Fonds Mondial de lutte 
contre le sida, la tuberculose et le paludisme et des programmes MAP de la 
Banque Mondiale 

le guide est téléchargeable gratuitement sur le site

il est constitué de 9 livrets correspondant aux appuis nécessaires à chaque 
étape (mobilisation financière, planification, management de programme, 
developing human resource for health, procurement supply and management, 
monitoring and evaluation, etc.)

HIV/AIDS, tuberculosis and malaria are among the world's most devastating 
diseases. They affect the lives of individuals, families and whole societies. 
In the Millennium Development Declaration and the Millennium Development Goals, 
the global community committed itself to halt and to begin to reverse the 
spread of HIV/AIDS as well as the incidence of malaria and other major diseases 
by 2015. 
Global financing mechanisms like the Global Fund to Fight AIDS, Tuberculosis 
and Malaria, the World Bank Multi-Country HIV/AIDS Programme (MAP) and other 
international initiatives have mobilised considerable resources assisting 
countries to respond to HIV and AIDS, tuberculosis, malaria and other major 
diseases. However, while these funds create opportunities for recipient 
countries, they also come with additional organisational and technical 
challenges. The BACKUP Initiative was set up to help partner countries take 
advantage of the opportunities provided by global initiatives in the field of 
HIV/AIDS, tuberculosis and malaria.
