Dear colleagues and E-druggers
 
I am writing to draw your attention to a consultancy opportunity with the World 
Health Organization to Development of HIV diagnostic forecasting  model and 
production of global demand forecasts for HIV diagnostics in low and middle 
income  countries till 2022. 
 
The purpose of this APW is to produce the global and regional demand forecasts 
of HIV diagnostics and the linkage of the model to spectrum. These forecasts 
will cover RDTs, EID, CD4 and VL tests. A technical working group meeting is 
scheduled in Washington and will be hosted by US Global Health Supply Chain 
Management (US GHSCM). Partner organizations will share data and agree on 
assumptions, forecasting scenarios and time-period. For consensus building, 
there will be a discussion of preliminary scenarios, assumptions and results 
that will be drafted to prepare for the manufacturers  meeting that will be 
organized by WHO in Geneva.
 
Description of tasks:
Under  this agreement  for  performance  of work,  the  incumbent will conduct  
the following tasks:
1.      Develop the diagnostic  Forecasting Model and projection methods, 
assumptions and scenarios using data from the 2018-2022  ARV forecasts, the 
2012, 2013, 2014, 2015, 2016, 2017, 2018 WHO surveys on diagnostic use, CHAI 
diagnostic forecasts, diagnostic procurement data collected by EMP/PQT, GPRM 
and quantification and forecast data from SCMS, Global Fund, South Africa and 
other members of the TWG;

2.      adjust the above forecasts to updated information from the WHO/UNAIDS 
epidemiological data and projections developed in the context of the 90 - 90 – 
90 Targets;

3.      contribute  with epidemiological  and statistical  inputs to the 
forecasting  model of the demand for CD4, VL, EID tests and RDTs for the period 
of 2018-2022;

4.      produce global demand forecasts of CD4, VL, EID tests and RDTs for the 
period of 2018-2022;

5.      participate  in the forecasting  working group to discuss the 
preliminary  results in the Technical Working Group meeting which will be 
hosted by US Global Health Supply Chain Management (US GHSCM);

6.      update  the  report  and  revise  the  model  with  comments  and  most 
 recent  data received from the members of the Technical  Working Group, in 
particular quantification data from SCMS & US Global Health Supply Chain 
Management (US GHSCM), Global Fund and other members of the TWG;

7.      produce revised global demand  forecasts  for CD4, VL, EID tests and 
RDTs for the period of 2018-2022;
8.      Present   pre-final   results   at  the  meeting   with  diagnostic   
manufacturers   and stakeholders; and 

9.      Finalize  the  report  describing   the  methods,  data,  scenarios,  
assumptions   and results.

10.   Link the forecasting model to spectrum
 
Deliverables and due dates:
Deliverable task 1 : PowerPoint  Presentations  at the working group meeting: 
preliminary results discussed in Washington with the TWG.
 
Deliverable   task  2:  Draft  diagnostic   Forecasting   Model:  scenario,  
assumptions   and preliminary results for review.
 
Deliverable task 3: PowerPoint Presentations at the annual consultation with 
diagnostic manufacturers: consensus results and models presented to 
manufacturers and partners,
 
Deliverable task 4: Final report on global and regional forecasts of CD4, VL, 
EID tests and RDTs demand in low and middle income countries.
 
Deliverable task 5: Diagnostic Forecasting   Model linked to the Spectrum model 
to be tested in countries.
 
The deadline for applications is Friday 08 May 2018. Only those candidates
