Expressions of interest are required for 2 positions in East Timor (Timor Leste)
The Ministry of Health (MoH) in Timor-Leste is in the early stage of developing
a sector wide approach to the health sector to support the implementation of
its new National Health Sector Strategic Plan (NHSSP) 2011-2030. A broad range
of multilateral, bilateral and other non-state actors (both not-for-profit and
for-profit) are contributing to health sector development in the country.
Through the NHSSP-Support Project (NHSSP-SP) which is funded under a
multi-donor trust fund (MDTF) with contribution from the Australian Agency for
International Development (AusAID), the European Union (EU), and the World
Bank, the MoH is seeking to recruit a Pharmacy Specialist and Financial
Management and Operational Specialist.
The objectives are (i) to ensure a reliable supply of high quality essential
medicines is available in Timor Leste; and (ii) to provide regulatory and other
control mechanism to ensure appropriate medicines selection, quantification,
and rational drug use in the health sector.
Pharmacy Specialist, Ministry of Health, 1 year
· Establishment of Drug Therapeutic Committee(s);
· Review STG and EDL;
· Capacity building in rational drug use review,
Financial Management and Operational (FMO) Specialist, Central Medical Store,
The FMO Specialist will provide management capacity strengthening support and
financial management technical assistance to CMS Management Team. As such, the
FMO Specialist will work closely with the CMS Management Team in the
performance of job duties to:
· Improve capacity and strengthen financial management systems;
· Strengthen management capacity and implement structure for improved
· Provide operational support.

Expression of Interest Submission Procedure
Expressions of Interest should include a statement addressing the selection
criteria, a copy of the curriculum vitae with a list of three (3) referees, and
supporting documentation that will indicate consultant?s qualifications to
perform the given service (i.e. description of similar assignments, experience
in similar conditions, availability of appropriate skills with relevant
qualifications, letters of reference from previous employers, etc.).
