Pharmaceutical/Procurement Specialist for FSM
A Pharmaceutical/Procurement Specialist is required for the
Federated States of Micronesia (western Pacific Ocean region) for
approximately 9 person-months. The project is funded by the Asian
Development Bank and is part of the Social Services Project in the
Federated States of Micronesia
The objectives of the appointment are:
1. Improve the quality of the education and health systems
2. Strengthen rational pharmaceutical and medical supply
management, including procurement and distribution
Ø Graduate pharmacist with a degree from a recognized university or
Ø More than 5 years experience in rational pharmaceutical management in
developing countries, including international competitive procurement of
pharmaceuticals and medical supplies
Ø Train a national counterpart staff to take over the responsibility
for national supervision of drugs procurement and management
Ø Identify the staff who will receive long-term training in
pharmaceutical management (pharmacist or assistant pharmacists).
Ø Review and revise states drug and medical supply formularies for the
hospital and dispensaries based on medical practice and rational drug use.
Ø Establish and implement efficient procurement practices, with special
emphasis on inexpensive and reliable vendors of high quality drugs.
Ø Train, supervise, and support state supply and pharmacy divisions to
implement the new practices and policies.
Ø Train and support personnel of all departments involved in financial
processes related to procurement of drugs and supplies.
Ø Develop a training plan for health staff on formularies and rational
drugs utilization, in coordination with the standards of practice
Ø Assist the government in identifying and addressing regulatory
issues, including establishing legislation and necessary international
agreements to ensure that government and private sector health entities in
the Federated States of Micronesia can purchase essential controlled
